OffMaps does not come with one limited set of maps preloaded: you can download new maps whenever you are online, as many as you like for any area at no additional cost.
Whenever online you can download new maps and guides. Guides allow you to search the map offline. OffMaps comes with unlimited map downloads and includes two free Guide downloads. Additional Guides downloads can be purchased via In-App-Purchase (3 for 99cent).
OffMaps uses up-to-date crowd-sourced OpenStreetMaps (the Wikipedia of maps) that offer a lot of useful information beyond simple roadmaps from ATMs and bus stops to restaurants and bars.

Terrible first impression
Maps, when the display at all, are very slow to draw. But most of the time the screen is just filled with big sections of black, or a greyed checkerboard showing no image, When you CAN see and select maps, even small areas selected for offline use are very, very big amounts of data that take long time to download and also a long time to backup/sync on your computer.
I would have really liked this app to work -- and may revisit this review if the developer can fix things.
Excellent app
If you read the directions and download the parts of the map you will need offline, then this app works great! I do think it needs one improvement. If you have the areas downloaded, then you should be able to search specific addresses. I always get an error message when I type in an address. Also it would be nice to have local businesses pinned on the map too.
Great application. Search streets offline!
This Is by far the best map app out there. I use this on patrol and it has totally saved me when I didn't know where a particular street or road was. It even has all the roads in the city listed alphabeticaly for those streets your not sure how to spell. No waiting on the Internet either since it's all offline. I'm not quite sure about these recent negative reviews, every negative thing they have to say about is untrue or they just don't know how to do it. I'd suspect they are supporters of another application and are misleading others.
