Spinning interlocking tales about various characters in a fictional small town in California, the band break up rugged 10-plus-minute garage rockers “Carmichael” and “Grandpa’s Interview” with brief, beautiful moments like “Bandit,” which finds Young’s talent for casting ruminative folk spells still very much intact.
