Day of the Directive | February 23, 2011 is the date when all member states were obliged to implement The EU Shared Ownership Directive. Though the UK has upheld legislation providing buyers of timeshare and fractionals with a mandatory 14-day cooling off period, only now has that regulation been applicable across Europe. Much media attention has been focused on the harmonisation imposed by the Directive, through interviews on radio and TV with such high-profile industry executives including RCI's managing director for EMEAI, Sean Lowe, on Radio 4, and the Resort Development Organisation's Richard McIntosh (Radio 5 Live), Paul Gardner-Bougaard (BBC Breakfast) and Sue McNicol (BBC Radio Somerset). Gregg Anderson (GA): RC is a reciprocal use programme or exchange programme for folks who own these things we call fractions. So if you buy at a fractional resort you can automatically go to that resort, the resort might have a relationship or might be a brand or it has other properties which you can exchange the time that you own. RC is an external exchange components so that we cobble together independent end brand resorts and put them to a programme then the owners at individual properties have the ability to deposit their week or more then exchange or to those other properties of which we have 187. The Registry Collection is a group of 187 properties in 28 countries, we have about 35,000 mbrs today and those mbrs are pretty active and travel quite a bit and deposit quite a bit with us and use all the time they deposit, it is quite a robust programme now. DT: What is the criteria for membership of The Registry Collection? GA: The Registry Collection has a place in it for any resort or leisure real estate property, so it can be a fraction where a person owns one sixth or one eight of a unit so they own 6 or 8 weeks or they can go as high as a quarter of it (13 Wks) or as low as a 13th of it that is typical fractional speak. We also have a great opportunity for people who own outright so if own a condo hotel all 52 weeks and it sits in a condo setting which all condos do this is a great opportunity for The Registry Collection. The owner can deposit a lot of weeks and the place is operated like a hotel to inbound guests are treated just like a resort guest – so a perfect opportunity. There can be some nice high quality timeshare in fabulous locations where people just own 1 or 2 weeks which can go into the system in places such as Hawaii, so it does not have to just be what we typically call fractions which means different things to different people and is categorised differently. So that is the really important thing from a developers standpoint so even though we call ourselves a fractional collection exchange programme it can be any resort/real estate.
