wont open

Paid 3.99 for this I pad app and it will not open. I downloaded the app on sept 4. Now how do I get a refund?

Wants me to rate, but hangs

I never had any problems and really liked this app that I got a year subscription. Now during startup, it asks me to rate the app, but then completely freezes. Now I'm stuck with an subscription for a magazine that I cannot read. Please fix soon otherwise this is just money down thr drain.
