Air Cam lets you view live video feed (and optionally, audio) from your iSight webcam (or any compatible external webcam) for Mac or Windows directly on your iOS device.

2.A shared Wi-Fi network between your Mac computer and your iOS device. Air Cam also works with Edge or 3G networks with port forwarding of TCP port 1726. Air Cam supprts UPNP for automatic port forwarding.
3.Download and run the free Mac or Windows software from http://www.senstic.com/iphone/aircam/aircam.aspx to stream your video feed.

Best app ever
I searched and downloaded many webcam apps but this is by far the best one I use it all the time and the options are great ***** stars because I love this app and I recommend it to all of you other people this will save you time.
Wi fi ONLY
They sell the "use over 3G/edge"... Works once in a while. Used by a very pc literate person who has issues connecting via 3G/edge.
If all you want is a wi fi access program this is the one - don't get for remote access!!!
Rated one star for remote connectivity issues.
