This application helps you time your speeches. You can choose preset timers for Speech, Evaluation and TableTopics (like the game from tabletopics.com).
You can also choose to set your own custom timer for any start, stop and intermediate time.
There will be time specific lights displayed, with green at the first time interval, yellow and red lights at successive intervals.
This is a great tool for making presentations and keeping a check on the time spent. This helps in maintaining a perfectly timed speech.

A good start
I've been waiting for this app to help with Toastmasters timing. It works as advertised but needs more functionality. But it has lots of potential.
First, it should have all the time intervals from TM projects or at least the ability to save and name custom times.
Second, the time font needs to be larger and the colors need to be as large as possible.
Nice to have features would be the ability to autolog all times from a meeting and the ability to script a meeting.
This has great potential for the ipad.
