At first good then ...

The first person protagonist is embedded in a nasty culture and is a borderline psychopath who wants to be loved but is mostly nasty (“just following my duty”) to subordinates. My sympathy for his difficulties started high but kept dropping. Someone saves his life and is punished for it — because he broke a minor regulation in the process. He takes credit for the idea a cadet proposed just because. He was raised by a religious sociopath in a vicious culture so maybe he can grow out of it. Seems unlikely to me.
