Not web design
This is a tutorial on how to make a yahoo account, set up an account with geocities, and use a picture editor. Everything he covers is straightforward enough on its own, if you know basic English. The instructor spells out everything you need to type letter for letter and the only possible audience I could imagine who would find this useful is K-2nd grade children.
Web design? Not
This should be titled Internet 101.
It would probably be a helpful video to someone if it were properly titled.
If you're looking for a web design tutorial though...well, keep looking!
