Abstract Every great city must have some distinctive economic reason for being. The great city must also have culture, diversity and pluralism. All great cities have liveability as well as major cultural centres and institutions. Great cities must also have great buildings and architecture as well as the ability to surprise. Toronto meets a number of these criteria but some challenges remain.
