Inuktut Naqittautit is a set of three keyboards for typing in either syllabic (qaniujaaqpait) or roman (qaliujaaqpait) Inuktut.
The three keyboards are:
Kiputtijjut: A 'conversion' keyboard that allows you to quickly type in qaliujaaqpait, but have the text appear in syllabics
Qaniujaaqpait: A standard syllabic keyboard with 3 levels - base, shift and alt. A special feature is the 'deadkey' a triangle below the backspace which allows you to quickly type dotted syllabic characters
Qaliujaaqpait: A keyboard for typing in romanized Inuktut. It included the additional characters such as the 'barred l', 'angma' and two additional characters used in western Inuktut dialects.

It doesn't work
I'm using iOS 10 and it only uses these syllabics

Just as a note - if you hold down the 'globe' you can access different keyboards for syllabics. The keyboard you were using is called "Kiputtijjut". It lets you type in roman and automatically convert to syllabics - So "t"+"u" becomes ᑐ. To get a final you only type the consonant (as above "q" by itself without a vowel would be "ᖅ"). H is included on the ICI syllabic chart and is used in many 'loan words" such as Hamlet or Hockey. Hope this is helpful!
You will need to hold down the world thingy and it will have Inuktitut font press it and voila!
