At the beginning of this page-turning tale of political intrigue, we find the presidency of Patrick Henry Donovan in disarray. As his party's convention nears, the question everyone is asking is if Donovan will be one of the few presidential incumbents to be denied a re-nomination bid.
Operation Helpful Neighbor - the intervention to rescue Colombia's democracy from a coup d'etat - has gone worse than promised and has led to a Venezuelan incursion to destroy the coup forces' safe havens. When President Simon Rangel flees Caracas for Havana and purported evidence charges the Cuban regime with secretly spearheading the Colombian coup, strident demands to attack Cuba fill the air and the airwaves. Concurrently, the body count rises and a national anti-war movement mobilizes.
Patrick, who ran on the Donovan Plan to sharply curtail the defense budget and redirect those funds for domestic needs, suddenly finds himself a wartime president fighting on two fronts and being pressured to open a third. Further, he comes to the realization that unseen political forces are manipulating events which he has no control over. No longer knowing who he can trust, he turns to Merton Salisbury, First Lady Meredith Donovan's father, for help.
Merton Salisbury is the prototypical political insider, someone who is always in the know no matter which party rules. Whether or not he holds an official position, he nevertheless remains one of a select elite privy to the secrets of how things work behind the scenes. Utilizing assets he has garnered over decades of plying the dark arts associated with political intrigue and espionage, Merton devises a stratagem to salvage Patrick's presidency by transforming him into a hero through a contrived scenario - a staged assassination attempt - in which Donovan will display remarkable courage and judgment. Overnight his image will be recast, enabling him to rally the country, restore the nation's battered self esteem, and with an empowering mandate bring a swift and honorable close to the South American wars.
Salisbury, however, does not tell the President everything. Primarily, that there is an extreme faction among the powerful and privileged, who never hold office but manage those who do, who have written their own script, a far different one designed to provide a pretext to implement Project MakeOver: the above top secret plan for the military takeover of the United States and the end of the American Republic
And secondly, that Merton has long held the vision of his brilliant daughter Meredith becoming the first female president, and if during this shadow play they are about to engage in should an opportunity for such an historic occurrence arise, he will surely make the most of it.
Which plot will succeed and whose schemes and dreams will materialize no one can foretell... except, perhaps, for those who operate in the invisible netherworld of the political process in present day America.
