The World Sailing app 2017-2020 is a partnership between World Sailing and the RYA to produce a unique multi-lingual World Sailing app for the Racing Rules of Sailing 2017-2020, cases, calls and associated documents.
The app contains dedicated areas for any participating country where the National Authority can publish any documentation related to the 2017-2020 rules such as translated rules, local prescriptions, case books and guidance documents.
The key difference to any other digital rules product is the ‘Integrated eBook’ which is available to purchase in-app. It cleverly links all the documents together and will incorporate the translated text of any participating country when it becomes available.
With the Integrated eBook, you can very quickly identify any case relevant to a particular rule, search for specific cases or even a case that may be associated to a text search.
A rules mode in the settings allows the Integrated eBook to display Windsurfing, Team, Match, Radio or Kiteboard Racing amendments for your convenience.
There are also useful features such as pop-ups for all definitions where they are referenced in the text; this helps refer back to the detail of the definition without navigating off the page.
This app will be updated regularly with content as it becomes available through World Sailing or participating countries.

It would be hard to imagine an app more poorly conceived and executed than this.
As it is a book, and therefore text-based, one might think that the ability to select text would be considered important. As it is a rule book, from which rules are quoted in decisions, you might think it be considered mandatory. None of that here - the rules are presented as graphics, of no use except to read except that without pagination or the ability to adjust font-size or do anything else one expects from an e-book.
All of this to get the privilege of paying for content that is free in the form of an app that is unfriendly, badly designed, and difficult to use.
Take my advice - if you need the Racing Rules of Sailing, download them and use iBooks.

You'll be glad to know that while font size adjustment is already in the app for the standard eBooks, we will take a look at updating the more complicate and interactive Integrated eBook in due course.
You're right that the content is available as free pdf downloads but as we tried to get across in the description the key difference is the way the Integrated eBook links all the documents together (literally thousands of pages). The bit you pay for is essentially for the convenience factor; a clever way to find all the relevant cases for a particular rule or all rules and case relating to a specific text search. You can even display a specific rules mode (i.e team racing).
