ZHANG YIPENG (Andy Lau) was granted a scholarship to study in France. Exposed to the western culture and values, he developed an admiration for western law and order.On his return to China, he was appointed the first commissioner for the prohibition of opium. He went to Shanghai with his wife, aiming to rid all drug trafficking. The city police chief HUANG and the Mafia boss DU (Damian Lau Chung-yan) were buddies, controlling all the illegal dealings in Shanghai. After many attempts to bribe ZHANG failed, they decided to teach him a lesson. ZHANG's wife Susu (Cherie Chan Siu-Ha) was first beaten and later killed. Yet, it only added to his determination to weed out the evils, thus unveiling the worst warfare between the anti-drug agent and the underworld. A war that involved severe gun battles and wits unfolded.Set in the glamorous Shanghai in 1930s, the movie exhibits the free-for-all jungle warfare in the "New York of the East", the bonding between friends and triad figures and their wills to get what they want. "Tian Di" is the eastern version of "The Untouchables".
