Shakira’s roots-mining tenth album is a polished, sure-thing tapestry of reggae, Latin rhythms, anthemic rock, new wave, dance-pop, chill-down grooves, a dozen or so hit-making collaborators and an anomalous country duet (with Blake Shelton).
