Google hangouts does it's thing. It is as it seems. I don't own a cell phone (as wild and as crazy as that might sound to anyone who'd "die without a phone") as long as I'm in a wifi area, I can use it to text and make phone calls.
It also works out great when I need to print pictures I've saved to the Google photos Haven't tried video chat, but I'm sure that works too. It transcribes voicemails very well and you get your own local number which works out nice for me. I can give it to those I'm kinda on the fence about answering, like that guy at the bar you like (but sober you doesn't trust drunk you), or your favorite telemarketer who calls you more than your crazy ex, or those people who stalk you when your JUST browsing for your dream car you can't afford cuz your credit is as low on the beacon score food chain as plankton, and you have less income than the guy who always begs you for bus money...
....anyway, so yeah this app works, it's handy, and saves you from creepers. Oh and you can answer the voicemail 1/2 the way through on your phone so you have the power again to choose whether you wanna hear the call or not. It is now SAFE to answer those calls on your phone you don't recognise, and for the cheapskates out there it's free (oh and tip waitresses 20% or more you cheap $@!#£R)

Overall Hangouts is a poorly implemented app. Poor execution and the user experience is not thought through.
And that's really too bad, as the underlying services are useful. Cheap international phone calls. (WIN.) Messaging. Voice and video over IP. All good tools. But the bugs make this an annoying app that I almost deadt using.
Many examples of that. Here are a few off the top:
. The app doesn't always successfully end a phone call. Especially if the call didn't connect. You literally can't hang up. Even quitting the app and removing it as a background process may not work. More than once I've had to reboot my phone to end a call. Argh!. No Other VOIP app had this "feature" (aka, bug). Annoying. Shoddy.
. The app developers didn't think through what kinds of events are badge-worthy and what aren't. So, for example, you're in a call, then you're done and.... Yup, you get a little red badge on the app icon telling your that you've got some recent event that needs your attention. So, curious, you open the app to check and are informed that you were on a phone call with so-and-so. No Sh#t Sherlock!. I was on the call. So why the <bleep> do you imagine i need to be alerted of this!?. I was there!. B definition i don't need to be alerted to it. Annoying.
. There are plenty of others.
In summary: a good service on the back end, fronted by a poor quality app that is disappointing and annoying.
Best use out there
I don't see where all the confusion is. The top few comments cite issues I've never seen; I always am automatically logged in to the app, it always shows who is texting me in app notifications, and I don't need wifi to send anything.
The only qualm I've seen is a few issues when switching apps in mid-attachment, but this is only with previous versions, i haven't see it in ages.
The way the app switches between the desktop chrome extension and my phone is flawless. Even notifications are removed if I check the new messages on my PC, something skype had trouble doing for a long time. There is always room for improvement but in terms of chatting features, google hangouts is all I need.
