Paid for all Levels....

Paid for all levels but they are all still unlocked...deleted app and re-downloaded but still levels are locked....please fix...

Levels cost money now?

My kids have had this app for years even played most the levels but recently showed me it costs 1.99 for all the levels they already played before. What is the deal?
