I think it's a joke
The app does work on iOS 10.3.x on my 7 Plus. However, I think the app is meant to be a joke. It looks like something created by a high school student. There is no design language or consistency. The view controllers and list controllers are all setup wrong. They show a multi line dialog, twice -- as soon as the app loads. The splash image is ridiculously low resolution and the aspect ratio is wrong so it looks stretched.
I appreciate what the city is going for, but looking at app-order's website and other apps, they just churn out bad software as quickly as they can to make a few $. They say that they have designers hired, but I don't believe them. I was using the app, pressed home, and returned, and the app dropped me back at the splash page that said file a report. So their software dev team, at least for this app, isn't the most proficient team, either.
I would recommend the city find a different company to work with. Everything about using this app made me laugh and shake my head in disbelief as soon as I started using it.
Just downloaded it and it doesn't work. Freezes on opening screen. iPhone.
Needs some UI help
The app requires you to take a picture of the violation the instant that you wish to submit the report. If you are driving, this is impossible. Unfortunately, once you arrive at your destination, it is too late as you can't submit a report.
You also need to be able to use a picture from your photo library instead of requiring a new picture to be taken during the report submission.
This app is on the right track, it just needs some usability testing.
