This app allows you to make your video files slow motion. This app supports files M4V, MOV, MP4 and 3GP files. It has in app purchases that allow you to loop video & reverse video.
This app has three options for changing the speed of your video files:
1) Make a full video slower.
2) Clip a section of video that you want to make slower and save just that clip.
For example, if you have a 5 minute video you can change the speed on a 1 minute portion of the video and export that 1 minute portion by itself.
3) Make portions of a video different speeds then export the full video.
For example, if you have a 3 minute video you could have the first minute run at original speed, the second minute run 2 times slower and the third minute run 4 times slower.
-Files can be uploaded via the upload button or drag and drop.
-You have the option to keep or remove sound
-Files can be made 2 to 5 times slower than the original speed
Please note, the video slider moves several seconds at a time rather than one second at a time on larger videos so at times you won't be able to land on the exact second you desire.

Did not do the job at all
I just needed a rough slow-mo editor for MP4 files. This one does not allow you to start at a precise moment, but skips ahead by several second chunks. That’s in the description, so it wasn’t a surprise.
The surprise is that it doesn’t work at all. The first time I used it for a 10-second MP4 file, I got the spinning beach ball for about 7 minutes before I gave up on it. Tried again later with a different clip, and now it won’t export the finished product.
Yeah, it’s only $4, but it should at least work as claimed. I haven’t been able to save a single file.
Does The Job Well
I needed a program to slow up video clips from a Tachyon GunCam used for Trap shooting so I could see the clay breaks. This App works great for that purpose. Drag and drop the .mov in Slow Motion Clipper, use the sliders to edit what you want to slow up, click a button or two, name the new file and badda bing…it’s done. End product quality is great…but probably depends what you start out with. I give this App my Stamp-Of-Approval.
With Family Sharing set up, up to six family members can use this app.
