A Modest Proposal, is a Juvenalian satirical essay. Swift suggests that the impoverished Irish might ease their economic troubles by selling their children as food for rich gentlemen and ladies. This satirical hyperbole mocks heartless attitudes towards the poor, as well as Irish policy in general.

Wow. Ok. Was Swift being serious when he wrote this??? It is THE most craziest proposal I have ever heard, and most certainly glad they did not put it into act. This man must have definitely been on some drug when he thought this up. I do find this passage quite amusing though, with it's irony and I would not be surprised if it turns out he wrote it as a spoof.
FYI Jonathon Swift is a satirist. He was being sarcastic when he wrote A Modest Proposal in a very pointed attempt to illustrate how the English treated the Irish.
