Moskva 1965.
Leo Demidovs kone Raisa og deres to adoptivdøtre, Elena og Zoya, skal til USA på en "fredstur" med et kor for at synge sammen med amerikanske elever i New York og Washington. Som tidligere agent i MGB/KGB har Leo ikke tilladelse til at rejse ud af landet og må dermed blive hjemme. I New York bliver de russiske deltagere passet op af agenter og har ikke tilladelse til at bevæge sig frit rundt i byen. Men en ung russisk agent, som foregiver at være forelsket i Elena, har fået hende til at snige sig ud og kontakte den verdenskendte amerikanske kommunistiske sanger, Jesse Austin, for at overtale ham til at komme og holde en tale i New York, hvor eleverne skal holde koncert. Missionen lykkedes, men under sin tale, hvor Elena står ved Jesses side, bliver Jesse skudt og dræbt. Da Raisa kommer ilende, finder hun en pistol i Elenas jakkelomme og forstår straks, at nogen er ude på at hænge Elena op for mordet. I forvirringen tror Jesses kone, at det er Raisa, der har dræbt hendes mand, og hun møder efterfølgende op på politistationen og skyder Raisa. Tilbage i Moskva er Leo fuldstændig ødelagt over tabet af sin elskede kone, og han beslutter sig for at sætte alt ind på at finde ud af, hvad der egentlig skete i New York. Men både USA og USSR lægger låg på sagen, så Leo begynder at lægge en plan for at flygte til USA for at finde sandheden.

The full implications of Austin’s behavior don’t become apparent until the action shifts to 1965, when Demidov’s wife and two adolescent daughters travel to New York City as part of a delegation intended to ease cold war tensions, and tragedy ensues. Most readers will reach the final page with regret and in awe of Smith’s uncompromising vision of the realities of a police state and the toll it takes on those caught in its meshes.
