Major Thomas Egan is a U.S. Air Force pilot who started flying drones when plane pilots became less needed. The movie action starts when Egan is already disillusioned with his drone flying ability, due to the lack of flight-related thrills and to the limited ability to control collateral damage during airstrikes. He further starts to question the ethics of his occupation when running missions for the CIA involving double tap, the indiscriminate killing of groups of people in Yemen, a country not at war with the USA.
