    While traipsing in a snooty Nob Hill area, Charlie and Itchy are lured into a dog trap set by a bratty little kid named Teddy. Teddy hates dogs and has been capturing and sending them to the Dogcatcher. After escaping, Charlie and Itchy have an argument, and Anabelle decides she'll trade places with Itchy. Charlie now saddled with the naive Anabelle, discovers their mission is to stop Teddy. They learn Teddy's Gram is an animal activist, who has no time for the boy. Using Anabelle's miracle, Charlie turns Teddy into a dog to teach him a lesson, and eventually, everyone winds up in the dog pound. Teddy realizes his evil ways, while Charlie acknowledges he needs Itchy. Anabelle disappears back to heaven, and Itchy returns to free all the dogs in the pound.

Charlie and Itchy don disguises and perform, only to be discovered at the end of a song. The crowd demands its money back, and Carface take possession of Sasha's things. Carface opens his own restaurant, but Charlie and Itchy, disguised as Health Inspectors, close it down. They reinstate Sasha's things back to her place.

At Leon's coaching session, Charlie trains Leon the wrong way using silly gags and ridiculous maneuvers. Later, Charlie confesses his lousy scheme to Itchy. Horrified, Itchy storms out to warn Leon. Charlie finds them and apologizes for being selfish. They save Leon's tryout by activating a miracle -- Charlie and Itchy are invisible as they "help" Leon make the team. Anabelle arrives and escorts Itchy back to heaven. Charlie goes to The Flea Bite where he confides that he misses Itchy.

In the end, Charlie again saves Sasha from another bus, and they reluctantly forgive each other. But it's only for a moment, because soon they are back to their old selves, verbally jabbing and teasing one another.
