Camp sci-fi for children and adults
The original concept of DOCTOR WHO was to introduce scientific concepts to children in a sci-fi TV program. What ended up happening was that adults hot hooked on the puzzles and mystery aspects of the simple plots for kids. The Underwater Menace is a good example of the second Doctor's series.
